1,2-Hexanediol is a commonly used cosmetic ingredient with CAS No. 6920-22-5 and EC No. 230-029-6. Its standard Chinese name is 1,2-hexanediol; INCI English name is 12-Hexanediol; Japanese cosmetic ingredient name is 1,2-hexanediol; and Korean cosmetic ingredient name is 1,2-hexanediol. The common purposes and functions of 1,2-hexanediol in cosmetics include skin protectant and solvent. It has been listed in the "List of Used Cosmetic Ingredients (2021 Edition)" and is not a prohibited substance in the "Cosmetic Safety Technical Specifications (2015 Edition)".
According to the "Guidelines for Cosmetic Safety Assessment (2021 Edition)", from May 1, 2024, China will implement a comprehensive safety assessment policy for cosmetics. The comprehensive safety assessment is generally conducted based on the following evidence to determine its safety:

The first type of technical specification for evaluating evidence
First, determine whether the ingredient is listed in the restricted components, permitted preservatives, permitted sunscreen agents, permitted colorants, and permitted hair dyes in the "Cosmetic Safety Technical Specifications". Risk substances with restrictions should meet the requirements of the "Cosmetic Safety Technical Specifications". Specific requirements are provided in this document or can be found in the "Cosmetic Safety Technical Specifications". If the ingredient is not listed in the "Cosmetic Safety Technical Specifications", consider using other evidence for evaluation.
Note: The "Cosmetic Safety Technical Specifications" are mandatory requirements. It is necessary to comply with these specifications before referring to other evidence.
The second type is to evaluate the conclusions of authoritative institutions based on evidence
Apart from the "Cosmetic Safety Technical Specifications", the next most important sources are the evidence from authoritative domestic and international organizations, such as the World Health Organization (WHO), the Food and Agriculture Organization of the United Nations (FAO), the Scientific Committee on Consumer Safety (SCCS) of the European Union, and the Cosmetic Ingredient Review (CIR) of the United States. These organizations have published safety limits or conclusions, including conclusions on the safe use of cosmetics, acceptable daily intake, tolerable daily dose, reference dose, and generally recognized as safe (GRAS) substances. The Fragrance Raw Materials Association (FRA) has also issued standards for fragrance raw materials. If there are restrictions (such as irritancy requirements), these limits or conclusions can be adopted provided they are met, taking into account the historical usage concentration of the raw material, the results of toxicological tests on the product or raw material, or human clinical tests. For products with only systemic toxicity assessment conclusions, the limits or conclusions can be adopted after evaluating local toxicity such as irritancy of the product, taking into account the historical usage concentration of the raw material, the results of toxicological tests on the product or raw material, or human clinical tests.
Evaluation conclusion format: The assessment results from the American Cosmetic Ingredient Review (IR) indicate that the use of this ingredient in (rinse-off/leave-on) cosmetics at concentrations not exceeding xX% is safe. The addition of this ingredient is x.x%, which is within the acceptable range for application in this product.
Information on the raw material usage of the third listed product
I. This raw material usage information objectively compiles information on raw materials that have been used in cosmetics registered and filed in China but are not listed in the "Cosmetic Safety Technical Specifications" or the "International Authoritative Organization Cosmetic Safety Assessment Index". No systematic evaluation has been conducted on the safety of the listed raw materials. Cosmetic registrants and filers should comply with relevant national laws, regulations, standards, and specifications when using information on these raw materials, conduct cosmetic safety assessments, and bear responsibility for product quality and safety.
II. The stated usage amount of raw materials can serve as a reference for cosmetic safety assessment. Cosmetic registrants and filers should evaluate the applicability of the data in conjunction with the product usage method and application site, and ensure the correct usage of raw materials
III. For the same raw material with the same action site, if only the usage amount of the raw material for the retention-type product is provided, the usage for the rinse-off product can be referred to that of the retention-type product.
4. For the same raw material used in the same way, the order of application can be as follows: whole body, trunk area, face (including neck), hands and feet, head, hair, lips, eyes, fingernails (or toenails). The usage amount of the raw material for subsequent application areas can refer to that of the preceding application area. However, when the product is applied to the eyes and the usage amount of other areas is referenced, additional evaluation of eye irritation is required. Among them, the usage amount of raw material for lips and eyes cannot be referenced from that of hands, feet, head, or hair. Body hair can only refer to the usage amount of raw material for the whole body or trunk area. When the application area is both the head and hair, the usage amount of raw material for the head can be referenced; when the application area is both the face (including neck), eyes, and/or lips, the usage amount of raw material for the face and neck can be referenced. When the application area includes the eyes, additional evaluation of eye irritation is required; for other products with raw materials used in multiple application areas, the usage amount of the previous application area with the same usage method should be selected.
